EXPERIENCE
Mr. Russell is currently a principal and Vice President with the firm of Traffic Engineering Consultants, Inc. (TEC) He has been a traffic engineer with the firm since February 1996. He has been involved in transportation/traffic engineering since 1985 and has experience in traffic impact studies as well as the design of construction plans for traffic signals, street lighting, construction traffic control, signing and striping.

He spent 10 years with the Traffic Engineering Division of the Oklahoma Department of Transportation. His responsibilities included the supervision of all in-house design projects, checking consultant plans, monitoring the status of all in-house and consultant design projects, writing specifications and special provisions, and conducting engineering studies. He was directly responsible for the design of traffic signal, highway lighting, construction traffic control, signing and striping plans. Other responsibilities included approving shop drawings and material brochures, representing the Traffic Engineering Division at plan-in-hand meetings, final inspections and various other meetings with local municipalities, state and federal personnel, as well as evaluating new materials and procedures to be used in design projects.
